Being in the age of globalization, we need to strengthen a local unity for keeping public
welfare. In this paper, Authors show a plan for training of Japanese-language teachers who
contribute to develop local communities, learning from the educational philosophy of Hiroshi
Kida. Kida was an official of Ministry of Education and a leading figure of educational policy
in the post WW 2 era. He donated most of his documents and writing works for Gifu women’s
university. Authors suggest programs of to grow up teachers strongly connected local
communities, embracing those Kida materials.
